  72. <B><P>3.&#9;Purpose of liaison</P>
  73. </B><P>Study Group 7 has established a structure for registering OBJECT IDENTIFIERS.  The preferred method for OBJECT IDENTIFIER registration involves joint ITU-T and ISO registration, and an exception method involving ITU-T only objects is also specified.  To assist the ITU-T in assessing the resources needed for providing the exception service, SG-7 is requesting your input.</P>
  74. <B><P>4.&#9;Background</P>
  75. </B><P>Study Group 7 and its counter part in ISO/IEC JTC 1 have established a consistent method of assigning names to unambiguously identify on a global basis various types of objects, in particular objects that are specified in ITU-T Recommendations and ISO/IEC Standards, such as protocol elements or entity names. </P>
  76. <P>This is an ITU-T and ISO/IEC JTC 1 joint effort to ensure that the concepts, methods, and procedures of assigning global identifiers are performed in a way that ensures unambiguous identification across different specifications, applications, and systems. </P>
  77. <P>This effort comprises two main components: </P>
  78.  
  79. <UL>
  80. <LI>developing registration Recommendations and Standards; and</LI>
  81. <LI>establishing registration services, performed by registration authorities, that operate according to the registration procedures defined in these Recommendations and Standards. </LI></UL>
  82.  
  83. <P>The following specifications developed jointly with ISO/IEC are the key specifications that can be used to assign unambiguous names to various types of objects: </P>

  91. <P>Rec. X.660 provides the registration principles and defines the registration-hierarchical-name-tree (RH-name-tree), whose arcs (or nodes) correspond to registration authorities. The registration authority for Rec. X.660 itself is Study Group 7 and its ISO/IEC JTC 1 SC 33 counter part that maintain ISO/IEC 9834-1. Rec. X.660 also defines three top level registration authorities for OBJECT IDENTIFIER names, one managed by the ITU-T, one by ISO, and one jointly by the ITU-T and ISO. Each of these registration authorities corresponds to an arc in the RH-name-tree for OBJECT IDENTIFIERS (see attachment 1). Rec. X.660 also defines the top level arcs below the root for Directory names (see attachment 2).</P>
  92. <P>It is highly recommended that any object that needs to be assigned a globally unambiguous OBJECT IDENTIFIER be registered under the joint ITU-T and ISO arc. Once this understanding on registration was reached between ISO and the ITU-T, registration authorities at the national level in various countries have decided to move the registration of new names to be placed below the joint ITU-T / ISO arc in the RH-name-tree, copying all the organization names already registered under the ISO arc. </P>
  93. <P>Rec. X.662 provides the procedures to register new arcs under the joint arc. The registration authority for the joint ITU-T / ISO arc, as agreed between ITU-T and ISO, is ANSI (American National Standards Institute) in the United States. </P>
  94. <P>Rec. X.666 has utilized this provision provided by Rec. X.662 and established in Annex C of Rec. X.666 a new arc under the joint ITU-T / ISO arc to register international OBJECT IDENTIFIER components for international and multinational organizations. As agreed between ITU-T and ISO, ANSI is the registration authority for Rec. X.666. ANSI is now working toward the establishment of registration authorities to perform registration of international names per Rec. X.666 for OBJECT IDENTIFIERS (specified in Rec. X.680), for ADMD and PRMD names (specified in Rec. X.400 series), and for names used in Directory services (specified in Rec. X.500 series). </P>
  95. <P>Rec. X.665 specifies the procedures applicable to the registration of application-processes and application-entities. In contrast to Rec. X.666, Rec. X.665 does not require a new registration authority; it requires that names be registered below existing nodes for countries and ICDs (International Code Designator as defined in ISO 6523 Standard) using existing OBJECT IDENTIFIERS and Directory names schemes. </P>
  96. </FONT><FONT SIZE=2><P ALIGN="JUSTIFY">NOTE - Users now have more options in naming objects in conjunction with Rec. X.665, by using the new Rec. X.666 (which adds international names) and Rec. X.669 (see below), which adds ITU-T specific names to ISO only ICD-based names. </P>
  97. </FONT><FONT SIZE=3><P>It is highly recommended that Study Group Questions developing new types of objects that cannot utilize an existing registration authority, <U>use Rec. X.662 to add a new naming arc under the <I>joint</I> arc</U>. However, as specified in Rec. X.662, any new arc added under the <I>joint</I> arc has to be agreed upon jointly (i.e. ISO and ITU-T have both to sign on such an application to ANSI). There may be some specific cases where it is inappropriate to use the joint arc, an agreement with ISO can’t be reached, or there might be lack of interest in ISO in progressing a specific naming scheme for which registration is required. For such specific cases the ITU-T has developed several recommendations: Rec. X.669, X.670 and X.671.  Rec. X.669, maintained by the ITU-T, recommends how and what names are to be registered under the ITU-T naming arc. However again, this is highly specialized registration and its use is generally discouraged in favour of registration under the joint arc.</P>

  102. </I><P>Rec. X.669 specifies procedures to register names under the ITU-T arc and, in particular, defines a new arc, the <I>identified-organization</I> arc, which can be used to register organization names in the same manner as ISO registers identified organization names per ISO 6523 Standard (see Rec. X.665 above).</P>

  104. <P>Two other Recommendations address the need identified by ITU-T members to assist international organizations in registering names in multiple countries, and assist countries in performing registration duties at the national level. </P>

This information will be used to scope and size the activities of the registration service. In particular, we would appreciate an estimate of the number of anticipated organization name values for registration under the identified-organization name service defined in Rec. X.669.</P>

  262. <P ALIGN="JUSTIFY">Of particular urgency is the registration service specified in Annex C. There is a need to offer to the communications industry this service as soon as possible. There is such an urgency, that in fact we have noted the informal assignment of two arcs per Annex C, which otherwise would delay the publications of the pertinent specifications. We request ANSI to advise confirmation of these arcs when this service is put in place.</P>
  263. <P ALIGN="JUSTIFY">If for some unforeseen reason the establishment of these arcs and their associated registration service is delayed, please advise SG7 the anticipated start date for availing the registration of entries to the general public.</P>
